CNNIC has recently received inquiries from applicants about the registration of reserved domain names relavant with some administrative regions and special telecommunication numbers. CNNIC hereby announces as follows:

1. According to Article 25 of China Internet Domain Name Regulations issued by Ministry of Industry and Information Technology of the People’s Republic of China, registries may record some reserved words in MIIT for protection so as to safeguard national and public interests. In 2002, the names of state organs and administrative regions of municipalities and above, and special telecommunication numbers were listed as restricted registration domain names upon the approval of competent departments.

2. From September 2010 to January 2011, some lawbreakers applied for the registration of 120 restricted registration domain names such as “tianjin.cn”, “120.cn” by falsely using the names of state organs, local governments, and telecommunication enterprises. When auditing the materials submitted for domain name registration, CNNIC suspected some materials of counterfeiting in violation of criminal laws by commiting the “crime of forging of official seals”. CNNIC had reported such cases to the public security departments and MIIT, and assisted relevant departments in collecting evidence and materials ever since September 2010. In January 2012, CNNIC canceled 18 domain names after sufficient evidences were collected and approval was obtained from competent departments,.
