The organization that applies for initially and is granted membership of IP Address Allocation Alliance of CNNIC is required to pay RMB 10,000 as account opening fee for the Alliance Member and it will not be charged such fee when it renews the agreement and obtains continued membership.

Note:
1. The Alliance Members only applying for IPv4 addresses will be divided into various classes according to the IPv4 address quantity they have and be charged an annual fee accordingly.
2. The Alliance Members only applying for IPv6 addresses will be divided into various classes according to the IPv6 address quantity they have and be charged an annual fee accordingly.
3. For the Alliance Member that applies for both IPv4 and IPv6 addresses at the same time, CNNIC will charge an annual fee according to the space quantity of IPv4 addresses or the space quantity of IPv6 addresses, whichever is higher, and put the Alliance Member in the class corresponding to the space quantity used for calculation of an annual fee.
4. Annual Use Fee of AS Number
The Alliance Member will pay the annual use fee of AS Number according to the number of AS Number allocated by CNNIC (the annual fee is RMB 10,000 for each AS Number).
5. Address Redemption Fee
The Alliance Member can continue to use the address normally after the address expiration date stipulated in the agreement if it continues to pay the fees within 1 month after the expiration date. The second month and third month after the expiration date are the redemption grace period when the Alliance Member needs to pay the following fees if it wants to redeem the address:
The fees to be paid during the redemption grace period: account opening fee of RMB 10,000 + the unpaid annual fee
The annual fee not paid: the annual fee charged between the address expiration date and redemption date.
6. Fee for Address Transfer
In order to strengthen the effective supervision and control over address transfer, the address transfer between the Alliance Members shall be reviewed and approved by CNNIC and a fee will be charged for such transfer. RMB 8000 will be charged for every 128C and an address quantity less than 128C will be counted as 128C. The fee for address transfer will be paid by the transferee, and the annual fee already paid by the transferor for the address will not be refunded.
The Alliance Member’s application for transfer of the IPv4 addresses allocated by CNNIC to APNIC within the agreement term is subject to the approval of CNNIC. RMB 8000 will be charged for every 128C and an address quantity less than 128C will be counted as 128C, and the annual fee already paid by the Alliance Member will not be refunded.
7. Change to Class
The Alliance Member that expects to apply for an increase of IP addresses and AS Number within the agreement term shall sign a new agreement with CNNIC and pay for the fees, and CNNIC will reclassify it according to the latest IPv4 and IPv6 address quantity that the Alliance Member has. If the Alliance Member is put in a higher class, it is required to pay for the annual fee applicable to the new class prior to the use of the newly allocated address. The payment date of annual fee is the latest date on which the Alliance Member obtains an address from CNNIC, and when the Alliance Member pays for the annual fee, the unused portion of the fee paid previously will be calculated on a monthly basis and refunded to the Alliance Member.
8. The annual fee will not be refunded to the Alliance Member that returns the IP addresses not used within the agreement term.

10. This charging policy is effective as of March 1, 2010 and Instructions on Fees of IP Address Allocation Alliance of CNNIC previously in force will be abolished at the same time.
